High End Desserts yum. Phillips is not for the Penny Pincher. If you enjoy the best desserts in the city, you need to visit. After looking over the display case, I decided to get a sampler plate, I was there for dinner and enjoyed the menu options I chose. The decor is dated, but clean and the staff is friendly and attentive.
